Okno

An ID-card reader that fills in and prints the voter's statement on the official RIK form by itself and keeps the voter list for RIK. No internet, no stored addresses or photos.

Parliamentary elections

Okno

version 1.0.9 · 29 Sept 2026

Fills in and prints the voter's statement of support for an electoral list (form NPRS-3/26) the moment an ID card is placed in the reader, and keeps the voter list for RIK (NPRS-4/26, Excel export).

WHAT'S NEW

New in version 1.0.9 - ID-card data printout identical to Čelik. The printout that accompanies the statements looks exactly like the one from the Interior Ministry's „Čelik“ reader (Latin-script labels, the same layout and notes), and the data is printed as written on the chip. Releases and the update check now live in the betania-tech organisation.

National minority council elections

Okno NS

version 1.0.16 · 1 Oct 2026

A separate edition of the same program: instead of NPRS-3/26 it fills in the official voter's statement form for national councils (XXNS-5/26, one for each of the 21 minorities voting directly on 8 November 2026 - bilingual where prescribed, e.g. MAĐNS-5 in Cyrillic and Hungarian) and exports the voter list to RIK's Excel form XXNS-6. The minority is chosen in Settings. It installs alongside Okno (separate name, folder and records).

WHAT'S NEW

New in version 1.0.16 - application for the special electoral roll filled in as on the ID card. The application (Form 2) offered when a voter is not on the special electoral roll is now filled in as written on the ID card: the name without transcription or brackets, the address composed from the printout (a long address wraps to a second line and no longer runs off the page), and the real local self-government unit goes on the „MUNICIPALITY / CITY“ line. Settings now include a sample application for every minority; with „block printing“ on, the application is still offered, and Enter no longer bypasses the block.

EARLIER CHANGES (8)

New in version 1.0.15 - ID-card data printout identical to Čelik. The printout that accompanies the statements now looks exactly like the one from the Interior Ministry's „Čelik“ reader (Latin-script labels, the same layout and notes), and the data is printed as written on the chip. Releases and the update check now live in the betania-tech organisation.

New in version 1.0.14 - reworked forms for all 21 minorities and the 2026 Slovenian form. Voter statements for every minority are printed on hand-tuned forms: text identical to RIK's, a tighter layout (the VOTER block against the right margin, the certification clause on the first page), and seven forms (Vlach, Greek, German, Polish, Roma, Slovenian and Ukrainian) fit on a single page. RIK has also published the Slovenian forms for 2026 (SLONS-5/26 and SLONS-6/26), so no minority is left on a 2022 form.

New in version 1.0.13 - reworked Bosniak form. The statement for the Bosniak national minority (BONS-5/26) is printed on a hand-tuned form: the same text as RIK's, with the VOTER block tightened against the right margin, both address lines aligned and the whole certification clause starting on the first page. A two-line voter name (Cyrillic plus the original form) now shrinks by itself when there is no room above the line, so it no longer runs into the printed form text.

New in version 1.0.12 - tidier address field and the address in Cyrillic. The two address lines now sit one below the other (RIK's Word form indents the second line to the right; the template aligns it), and the address, place and ID-card issuer stored on the chip in Latin script go on the form in Cyrillic; the name in the minority language stays as on the card.

New in version 1.0.11 - official RIK forms for the 8 November 2026 elections. On 23 September 2026 RIK published the forms for submitting electoral lists (XXNS-5/26 and XXNS-6/26), so Okno NS is no longer a demo: it prints the new forms for all 21 minorities voting directly - the previous 18 plus the Macedonian, Croatian and Montenegrin ones (the Russian minority votes through an electoral assembly in 2026). The signature target is set automatically to the minimum number of statements from RIK's notice (e.g. Hungarian 1,073, Bosniak 1,132, Roma 610). RIK had not yet published the 2026 Slovenian form at the time - the 2022 form remained for the time being, clearly marked in the program.

New in version 1.0.10 - special electoral roll check and application for entry. With the check switched on in Settings, Okno NS queries the special electoral roll of the chosen minority. If the voter is not registered, one click prints an application for entry into the special electoral roll (Form 2), filled in from the ID card - the voter signs it and hands it to the municipal administration of their place of residence.

New in version 1.0.9 - Okno NS for macOS too, dressed in green. Alongside Windows and Linux there is now an installer package for macOS, and Okno NS is told apart from Okno at a glance: green logo, icon and program look (Okno stays blue).

New in version 1.0.5 - names in the languages of all minorities. A name written on the ID card in the minority's own orthography (e.g. SZABÓ ERZSÉBET, HOXHA SHQIPE, JIŘÍ DVOŘÁK, ΓΙΩΡΓΟΣ ΠΑΠΑΔΟΠΟΥΛΟΣ) is transcribed by Okno NS into Serbian Cyrillic according to the orthographic rules, by the language of the chosen minority: Albanian (also for Ashkali and Egyptians), Hungarian, Romanian, Vlach, Slovak, Czech, Polish, German, Greek, Russian, Ukrainian, Ruthenian, Bulgarian, Macedonian, Slovenian, Bosniak, Bunjevci, Croatian, Montenegrin and Romani. The statement and the list show САБО ЕРЖЕБЕТ (SZABÓ ERZSÉBET) - Cyrillic plus the original form from the card; Settings can also select Cyrillic only or the card form only. A name that is already in Cyrillic stays as it is.

Elections for the members of national councils have been called for 8 November 2026; the program uses the official RIK forms published on 23 September 2026 (RIK - NSNM 2026 forms). If RIK amends or adds forms, a new version follows - settings and records are kept.

Presidential election

Okno PR

version 1.1.0 · 12 Oct 2026

A separate edition of the same program for the presidential election: instead of an electoral list it fills in the voter's statement of support for a presidential candidate (official form IPR-3/22) the moment an ID card is placed in the reader, and keeps the voter list for RIK (IPR-4/22, Excel export). The candidate's name, the proposer (party / coalition / citizens' group) and the election date are entered in Settings. It installs alongside Okno and Okno NS (separate name, folder and records) - dressed in red. Since version 1.1.0 it also handles an ID card without a chip: both sides are captured with a webcam, the data is read from the image (machine-readable zone with check digits plus OCR), the operator checks and confirms it on screen - and everything else proceeds as with the reader.

No chip?

Okno PR 1.1.0 captures an ID card without a chip with a camera and reads it by itself (the „ID card without a chip“ button on the start screen; an external 1080p USB camera with autofocus is recommended). Fallback: form IPR-3/22 as a PDF with fields you can fill in on a computer.

⬇ Fillable form (PDF)
The presidential election has not been called yet - the election date is entered in Settings once it is. The program uses RIK's official 2022 forms (IPR-3/22 and IPR-4/22); the form designation is built in and not configurable. When RIK publishes the 2026 forms, a new version follows - settings and records are kept. New in 1.1.0: ID card without a chip (camera plus OCR, on-screen check before printing); printing for such a card is always confirmed, and the ID-card data printout is not printed.

Licence: Okno PR is licensed separately - a key for Okno or Okno NS does not work for Okno PR. Without a key it runs as a trial, just like Okno; for an Okno PR key write to hello@betania.io.

Trial and licence - applies to all products

Installation is free and runs as a trial: every feature is available for one day from the first launch (up to 25 real prints); the demo card and print simulation keep working after that. For the full version enter a licence key under Settings → Licence. The key is valid until the date written in it - the end of the election cycle. Okno, Okno NS and Okno PR are separate products: each has its own key.

Before first use: enter the electoral list name, the submitter and the election date in Settings. Try the flow with the „Demo card“ button before connecting a reader.

What you need

  • A USB smart-card reader (any PC/SC reader, e.g. Gemalto/Thales, ACS, Omnikey).
  • An A4 laser printer.
  • Windows 10/11, macOS 12+ or Ubuntu 22.04+.

Data protection

The application stores only what RIK requires in the voter list: time, first name, last name, personal ID number (JMBG) and the certifying authority. Address, photo and ID-card details are not stored. At the end of the election cycle the application locks itself, and the records are deleted with one click. The application does not use the internet.
